Community Engagement & Development Specialist
Organization:  Highway City Community Development, Inc 
            Teague Community Resource Center
Location: Fresno, California
Classification: Part Time Non-Exempt 20-25 hours weekly

Mission: The mission of HCCD "Is to work in West of 99/Central Unified area to stimulate community development and enlist resident leadership to improve the economic, physical and holistic infrastructures, thereby bringing hope and revitalization in the community." The mission will be accomplished through collaboration and partnerships with businesses, churches, individuals, non-profits and the Central Unified School District.

Job description overview:
To develop, guide, implement and evaluate community engagement strategies in HCCD’s efforts to enlist resident leadership and community engagement in the West of 99/Central Unified area of Fresno. The core activities of this position include community relationship building, partnership development and maintenance. Infrastructure building, policy and ordinance revision or oversight, and create fund development strategies that will engage and motivate donor/grantees to promote the mission of HCCD.

Essential Job Duties:
⦁ Work with HCCD’s Executive Director and collaborative groups to bring awareness and implementation of ABCD Fundamentals and Community Engagement Logic Models.
⦁ Create and implement a fund development plan focusing on strategy to help HCCD develop its assets and funds, by forming relationships with potential donors and community members.
⦁ Translate relevant goals and objectives by producing reports showing community engagement strategies and areas of development.
⦁ Build and maintain relationships as you identify individuals who have the potential to serve as community leaders.
⦁ Provide community leadership with the opportunities for leadership development by implementing strategies to create change in the West of 99/Central Unified area with a beginning focus of the Teague Neighborhood.
⦁ You will be the liaison to Teague Elementary School and other identified school neighborhoods to work with residents on equity and policy change.
⦁ Add content as needed to the HCCD website and social media platforms.
⦁ Work with the Community/Pastor Liaison to build relationships in different parts of the community.
⦁ Ability to work flexible hours for community engagement, workshops and meetings that will include some weekends and evenings.
⦁ Assist in planning for events.
⦁ Other duties as assigned.

Required Qualifications:
⦁ Must have effective communication skills including strong writing skills. This requirement assumes proficiency in use of appropriate computer software. i.e., Google Drive, Microsoft Office Products
⦁ Proficiency in the use of social media
⦁ Professional, self-starter, strategic thinking, and planning and organizational skills. Have the ability at times to work with minimal direction.
⦁ Experience planning/running events and meetings.
Required Qualifications continued:
⦁ Knowledge of basic denominational and non-denominational church structures.
⦁ Demonstrated commitment to community development and equity, diversity, and inclusion; an understanding of challenges facing communities of color and low- and moderate-income families.
⦁ Heart to serve.

Education, Experience and Language Proficiency:
⦁ High School/GED education required.
⦁ Bachelor’s Degree preferred or in process.
⦁ Preferred background in sociology, community development, grant writing, communications, administration.
⦁ Must be fluent in English, bilingual Spanish is preferred, but not required.
⦁ Advanced written and verbal communication skills.

Physical Conditions:
The staff person is regularly required to use hands and fingers, stand, walk, sit, and reach with hands and arms, kneel, talk, and hear. At times the staff person may have periods of extended physical activity walking/standing at community events or distribution of materials. The staff person may lift and/or move items weighting up to 40 pounds.

Working Relationship:
This staff position reports directly to the Executive Director.

Compensation Package:
$23-$27 per hour depending on previous work experience or education. There is a 90 day probationary period. This position is a grant filled position and is subject to grant renewal or subsidies.
